Depending on the reason, different methods can be used.

If the horse is ducking his head to, for example, sniff or eat grass, this is bad manners under saddle and should be corrected with a smack of the riding crop on his shoulder or behind his leg to encourage him to walk forwards.

If the horse is pulling to itch his legs then you should let him do this, however excessive leg scratching can be a sign of either bad manners, boredom, or flies so make sure to check your horse's legs before reprimanding him.

Horses may also pull down on your hand if your contact is too strong. If the horse is in a nice outline and begins pulling down soften your contact a little. If he continues to pull down on your hands he is being heavy on the forehand and needs rebalancing onto his hindquarters. Try half-halting to steady the horse and rebalance him before sending him on with your leg, and if he does not respond a light tap with your schooling whip behind the leg will help to send him on.

Remember, when forming a contact, work through the back end first before rounding the horse onto the bit. It is not a true outline if the head is engaged before the hindquarters.
