Scrape it very carefully with a broad wood chisel held almost parallel to the drywall. You may have to fill with some caulk or mud. -Alex ll makes an excellent filler for small areas of drywall.

When dry it should come away with gentle persuasion.Not many plasters will permanently bond to vinyl.

If it's a hard surface floor you can just scrape it up. If it's carpet, you can shampoo the carpet and it comes out. Drywall mud isn't waterproof so it just comes up.
