You can tell by testing it with either universal indicator solution or with litmus paper.
There are other methods, but some of them are not exactly safe: acids usually taste sour (do not try this) and bases usually taste bitter (do not try this either). Also, bases tend to feel "slippery" (at the risk of sounding like a broken record, do not try this).
