If he doesn't act interested, then.. well, he's not interested. Guys are straightforward like that, most times.

Look at his body language. When he's with his girlfriend and you're around, does he tend to look at you and pay less attention to his girlfriend? Does he make attempts to talk to you even though you've never talked before? This happened to me, except this guy and I talked all the time. We were at a party for graduation, and he didn't cry when his girlfriend left, but he cried when I left.
Will you be flattered or creeped out if a guy who is new in school and has never talked with you before walk up to you and tell you what he really feels for you?
Personally, I would be more creeped out. The new person should wait for a little bit before he tells that he likes her.
