You really cannot tell if the belt needs to be replaced. However, I have had this job done on my 91 Camry 4-cyl three times (car now has 204,000 miles - it's due for a change now). Twice I had it changed at a little over 60,000 miles just like the owner's manual stated, except for one at 145,000 when my water pumpe failed. BUT, when I looked at the belts, they looked like they could have lasted another 10,000-20,000 miles (i.e., no cracks, not signs of impending failure, etc.) This time, I am letting the belt go as high as 75,000 miles before I change it. Incidentally, my water pump went out at 165,000 miles. You might want to change it when the belt is changed. One more thing, about half of my 15,000 annula miles of driving is highway and I don't do a lot of stop and go city driving. If you do, this is called adverse conditions and you might want to continue having your belts changed at 60,000 miles.
