Penny's stands behind it's sales, so return it to the store. Citizen also warranties it's products, so you can send it back to the company. If you have had the watch more than one year, it might be that the battery needs to be replaced. Any jeweler or Penny's can replace the battery for a nominal cost. This "repair" is not covered by the warranty. Check your warranty for other defects in the watch.

How about a sun dial, an automatic or battery operated watch.
Try turning the watch over and carefully reading the back of the case. Many watch brands actually list the battery number on the back of the case. For instance, the numbers 377 or 2010 are standard watch battery designations. Since the size and shape of the dial does not determine the battery used, for best results take the watch to a local jeweler to have the battery replaced.
You can find that here http://www.apexbattery.com/watch-batteries-seiko-watch-batteries.html 394 I just replaced one
If you are having issues with your Eco-Drive watch you have several options. If the watch has stopped working because it has been in the dark too long, put the watch under a lamp for 12 hours. Cycle the hands on the watch 24 hours after to reset the watch, and then charge it for another 8 hours. The watch should work unless the battery has leaked because it has been dead for too long. DO NOT REMOVE THE BACK ON THE WATCH! Your 5-year warranty will be VOID! If this fix does not work, take the watch into any dealer that sells Citizen Eco-drive watches. They will help you send the watch to Citizen where they will replace the battery for free as long as you are still within the 5-year warranty.
It means that it most likely needs a new battery which can range in price dependent on the manufacturer of the watch.
They sell watch batteries pretty much everywhere they sell batteries. You can just get one at even Family Dollar and unscrew the watch to fix it yourself.
The kinetic technology allows the watch to "wind" from the motion in your wrist - no batteries are needed. Both the hands and the markers are illuminated.
