SCUM on/in anything is not something to ingest, please!
Yes, it should be a plant type base, but most likely has a poisonous factor to it.
Scum on lake waters, carry a toxin that if it gets up your nose, it fatal. We have had a couple fatalities each summer, mostly late summer when it develops. The young children are in those numbers as well as teens.
You do not let your animals ingest from scum water. Sometimes dogs will lap from unclean water sources, that is why one of their necessary shots is for that bacterium.
You notice green scum floating on the surface of a pond. How can you tell whether these organisms are plants? Examine the scum. Touch it, what texture does it have? Does it move away from your hand when it touches the water? If it is algae, it should feel slimy and spongy. It shouldn't move away from your hand, instead it should wrap around your fingers and hand. Also, plants chloroplasts are green which can be another indicator that it is a plant. Look at it then try and find pictures of algae that might look the similar. If you find a picture that looks the same and it IS an algae, then the scum is a plant.

Algae, time for chlorine. Pool supply places have a test kit (ph) & can tell you how to use & what to add-chlorine or acid.
Plant cells, they are needed for photosynthesis.
Citronella plant has red or purple stems where as lemon grass has green stems. Citronella is toxic to animals.
a plant cell is green like a plant and a pink one is an animal cell because it is the only choice besides plant cell.
Shock the pool with chlorine (your Pool shop will tell you how much to add). Run the filter constantly, cleaning as necessary, for a couple of days. Brush pool walls as well. Then install a salt water system and you won't get that algae coming back.
