You'll need a strong magnifying glass. There should be a faint "2" visible under the "3". Specifically, you should be able to see the 2's downstroke connected to the inner curve of the lower half of the 3. It can be very difficult to identify, especially if the coin is worn. When in doubt consult an expert coin dealer or appraiser.
