You can tell if a turbo is bad when you have screeching sounds from the engine severe loss of power the truck doesnt want to move much or doesnt get up to speed like it should also you can tell by looking at the turbo it self if the fan is wared out then its a bad turbo
If the seals in the turbo are bad on either side it would cause smoking. A sure way to tell is to inspect the turbo for sings of leakage into either the compressor (intake) or turbine (exhaust) sides of the turbo. EXCESSIVE shaft play can is also a tell-tale sign.
easy your yurbo oil seals are gone. white smoke is the turbo smoking. take out the turbo and check the blades for worn or movement. if ok buy a turbo rebuild kit from eBay and get a specialist to do it.

All 99 saab 95's are Turbo. Only question is it a low pressure Turbo or not
if its smoking continuous and its blue then i would say rings if it stops when you drive but then smokes when you pull off at junctions then its valve seals if you have a turbo and it smokes whitey grey then the turbo has gone.
