If you are quite sure that they aren't interested in getting to know you better (they always seem busy or uninterested in speaking to you, even when you initiate the conversation), how will telling them about your feelings change their mind? If a person is not attracted to you in a sexual or romantic way, there is nothing you can do to change how they feel. It's much better for you that you accept that this person and you are simply not compatible, and take the time to get to know a worthwhile person who will find you an interesting person.
