Yes. The internal components in the 3rd generation iPod Touch are the same components found in the iPhone 3GS.
These components include a much faster processor and graphics processing from the previous two generations.
The 3rd generation also has increased RAM from 128MB in the 1st & 2nd generation iPod Touches to 256MB in the 3rd generation iPod Touches.
The 3rd generation iPod Touch also features Voice Control which is not found in the previous two generations.
the first's wifi antenna is bigger, the first also does not hav as much of a curve to the back, and of corse, the second gen. is allot faster and better.

nobody can precisely tell you the exact date of ipod touch 5g release but it is confirmed that it will release in 2012 :)
Sorry, but every generation of ipod touch had an 8gb version, so unless you give more detail, it is impossible to tell.
