Timing belts would have to be inspected to be sure if it is "going". So the best thing to do is to change it every 50,000 miles to be on the safe side. If the timing belt breaks in an interference engine, you could be in for a huge bill. Valves and pistons could be damaged as they will spin down out of sync.
You cannot tell when a timing belt will break by looking at it. So inspecting it is worthless. Every manufacture recommends you change the timing belt at a mileage interval that is listed in your owners manual. It varies by manufacture from 60,000 miles to 110,000 miles. You did not list the make, model, year, or engine size so I cannot give you an accurate answer. Changing it every 50,000 miles may be a waste of money if the recommended interval is 110,000 miles.
