if you hear strange noise from yurbo and you see white smoke from the exhaust and it is not pulling out air pressure!then your turbo is propably blown.

You can tell if your heal lamp relay is blown is by inspecting the fuses. If you look closely at the fuse, you will be able to tell it is blown or not. If you see a separation in the fuse, it is blown.
It wont stop starting, it will pump oil out of the turbo and discharge blue smoke.

Remove the fuse and look at it. If you cannot tell if it is blown by looking at it then check it with an ohm meter.

Yes you can damage the car by driving with a blown turbo. The most damage would be done to the engine because at high rpms it can begin to scrape metal on metal causing shards of the turbo to enter into the engine. Also if you accelerate at i high rate, it may begin to smoke because of the oil in the turbo. Damage may also be done to the exhaust. Accelerate slowly, check your oil and coolant, and you should be ok. But you're going to want to change that turbo out asap!
