there is a little light on the charger cable that will light up red while its chargeing and green when its completely charged
Laptops that's battery is fully charged does not weigh any more or less than one that's battery is not fully charged. If there is a difference, it would be so small you would not be able to tell.

look in the top right corner of ur pantech matrix. as u see it looks like a battery if the baterry is all blue it has full charge
There are two measures, cell voltage and specific gravity of the electrolyte. Cell voltage is the simplest to measure. For most automotive, flooded cell (having liquid electrolyte) batteries, 12.6 volts is considered full charge, although it is typical to have 13 volts or a bit over. The specific gravity of a fully charged battery, measured with a hydrometer, is 1.265.
ummm, i would just put brand new batteries in it i dont know any other way to know for a fact that it is fully charged :/

If you want to know the voltage of any battery you need a volt meter. These can be as cheap as 15- hundreds of dollars. Knowing the voltage still doesn't tell you if a rechargable battery is fully charged or not. a charger with an indicater can tell you that.
Test the battery with a digital voltmeter. You should get a reading of 12.6 V if the battery is fully charged. If the battery is fully charged then you know the alternator is functioning properly and your problem is more than likely a defective starter.
First use a digital volt meter to check the voltage at the battery with the engine not running. You should read 12.6 volts DC if the battery is fully charged, 12.4 at 75% charge, 12.2 at 50% charge, 12.0 at 25% charge, anything less and the battery is, for all intents and purposes, dead. If it does not have enough charge to start the engine fully charge it with a battery charger. If it will not take a charge it is defective. Once charged start the engine. You should read 13.5 to 15.5 volts at the battery with the engine running. If you read less than 13.5 volts the alternator is suspect and more than likely defective. Or you can just drive the car to your nearest auto parts store where most will check the system for free.
If charging charging, the side with the power button should light up red. When fully charged, it will light up blue.

any auto parts store cant test both of those for free You can also test them yourself if you have a digital multi-meter. The battery will read 12.6 volts when fully charged. 12.4 at 75% charge, 12.2 at 50% charge, and 12.0 at 25% charge. With the engine at idle you should read from 13.5 to 15.5 volts at the battery if the alternator is good.
