Fuel pressure test. Of course if it is not running, fuse and relay are good then it is bad.
If the fuse & fuel pump relay are good then more than likely the pump is bad.
Replace it with a good relay of the same type from another system of the car. If the fan operates properly your relay was bad. If the fan doesn't work properly, that doesn't mean your relay isn't bad, it means there is another issue.
Type your answer here... you don't... there is no way to test a faulty relay. Just buy a new relay and install it. If the problem is fixed, then the old relay was bad. If the problem still exists with the new relay installed, then the old relay is still good. Most auto parts stores are good for returning products, even electrical parts.
There are many relays in that vehicle and many have the same part number. Simply swap the suspected bad relay with a known good one to determine if the relay is the problem or not.
If the pump is running the relay is good.
Swap it with known good one. Many circuits use the same relay, check the part number on the relay.
If it is not running and the fuse an relay is good it needs replacing. Even if it is running it may no be pumping. A fuel pressure test will verify if it is good or bad.
Turn on ac and watch clutch on front of ac compressor. If clutch doesn't engage then AC relay is bad. Or you can follow the schematic on the side of the relay and use a volt meter to test it.
Bad horn? Bad relay? Bad horn switch?
I believe that you can switch the Horn Relay with the Fuel Pump Relay and if the horn no longer works and the Fuel Pump does then that relay went bad... try that, its a sure fire way to know whats wrong... If it checks out good it might be a Defective Fuel Pump.
In order to test the fuel pump relay, you must check that the two control circuit terminals on the relay are not connected, using an ohmmeter. You must also test the power circuit terminals on the relay, in the same way.
