It is possible for a person to touch their tongues to their nose. I have seen many people stick their tongue up and touch their nose. As for touching your tongue to your chin, I am sure that is also possible. I can do it and I have seen other people do it as well. So I would say that you can touch your tongue to your nose and your chin. That is my observation.
Only about 15% of adults have a tongue long enough to reach the tip. About 80% of adults have tongues that reach the lower nostrils.

well some people can touch their nose with their tongue, it is just genetic luck if you can or can't. The frenulum is what holds your tongue to the bottom of your mouth. However, to answer the question as it was stated, My tongue could touch your nose, only if you would let me!

Yes, anatomically speaking, the nose is located higher on the face than the chin. The nose is part of the upper face while the chin is part of the lower face. This relative positioning makes the nose "superior" to the chin.
