It is possible for a person to touch their tongues to their nose. I have seen many people stick their tongue up and touch their nose. As for touching your tongue to your chin, I am sure that is also possible. I can do it and I have seen other people do it as well. So I would say that you can touch your tongue to your nose and your chin. That is my observation.
