You answered your own question when you said 'shared' ! Basically your 2MB connection is shared by more than one user. If the other user(s) are using their computer for downloading video etc, they will use the 'lions share' of the 2MB bandwidth, and you will get what's left. The solution is to get your own exclusive connection.
