The windchill is how cold it feels as opposed to the actual temperature. In general the windier it is the colder that it feels.
Metal is a good conductor of heat, whereas wood is a poor conductor of heat. When you touch room-temperature metal, it draws heat from your skin faster than room-temperature wood does, so it feels cold. As was stated above, this only holds for chairs that are at a lower temperature (say, room temperature) than your skin temperature. If the chairs were at a higher temperature than your skin temperature (say, 100 degrees Fahrenheit), the metal would transfer heat to your skin faster than the wood would transfer heat, so the metal chair would feel hotter than the wood chair.
In the winter, the overall clime is colder and when the mercury drops to 15 degrees C,one feels the pinch of cold, whereas during summer the entire clime is hot and makes little difference even when mercury shows l5 degrees C, as the hot clime absorbs the cold effect partially.

Wind chill is important because it is how the temperature FEELS. the actual temperature is one thing but the wind chill is the combination of the cool wind air and the actual temperatur. it is important because when you are looking at a weather forcast say on weather.com, and it says feels like, that is basically the temperature+windchiill.
They're talking about 'wind-chill' - a cold wind will make it seem much colder than it actually is.

80 degrees is a comfortable temperature. 80 degrees feels comfortable to most providing the humidity is at an average level. Most would agree that a temperature of 80 degrees provides pleasant weather.
The wind chill effect is colder than water temperature.
Simple because during the winter it is obviously cold and if the wind is expected to blow they factor in the wind speed to come up with a wind chill. That wind chill is the what feels like temperature. Such as they could forecast a low of 25 but, if the wind is expected to blow around 10mph then the wind chill will make it feel like 20 or lower. In the summer though when it is hot if it is say 90 degrees and the humidity is around 50% then that 90 might feel like close to 100 or more.
In summer temperature raises up to 42 but it feels very hot because of humidity. In rainy days temperature ranges from 27-35.
