Most British rock bands were heavily influenced by American music (especially blues, soul, Motown, folk and jazz), so they naturally began by emulating their influences - especially as they often started by performing covers of American material. For this reason, many British vocalists wanted to sound like their American influences and this lead to singing with an American accent, which often remained as they developed their vocal style.

Britpop groups were defined by being focused on bands rather than solo artists; having drums/bass/guitar/vocals (and sometimes keyboards) line-ups; writing original material and playing instruments themselves; singing in regional British accents; references to British places and culture in lyrics and image; and fashion consciousness. Stylistically, Britpop bands relied on catchy hooks and wrote lyrics that were meant to be relevant to British young people of their own generation.
Each as an individual is a musician as they have a talent in playing an instrument, so yes, bands are musicians.
