Uninstall Skyrim, clear your register with CCleaner or TuneUp's (does nothing, but do it anyway, just in case), then install Skyrim again (Dragonborn DLC is already bound to your Steam account, so no worry that it'll not install). DO NOT apply any mods, and mod concerned programs, including Wrye Bash, Skyrim Configurator, Nexus Mod Manager, Skyrim Script Extender, Unofficial Skyrim/Dawnguard/Dragonborn patches. Just keep it ALL Vanilla, no addons, no nothing. But keep in mind, that your old save, will never be clean, even if you do a new "clean save". No, such thing as "clean save" does not exist, for a save that worked with even one mod. It'll stay with the save forever lurking inside. So, I recommend, starting a new game, on vanilla, and keeping it vanilla - that's how you stop a glitch (all of them) in skyrim, dawnguard and dragonborn. Why? Why no mods? Becouse, even the unofficial patches, can't be always up with every line of code, and when that code is expanded by DLC as huge as Dragonborn one, then it's hard to maintain everything clean, and so we have Dragonborn no soul glitch, caused by not maintainted skyrim's unofficial patch code lines. It's too messed up as it is, so keep your Skyrim clear, and you'll have to not worry about any major glitches.
Not on the regular game, if you really want to, get the game for PC. I'm sure they have a mod for it on the Skyrim Nexus or on Planet Elder Scrolls.
You talk to the bridge guard and return to Skyrim. That is essentially the end of the main quest line. However, there are several other story arcs to be explored. The Thieves Guild, College of Winterhold, Dark Brotherhood, The Companions, The Skyrim Civil War. If you have the Dragonborn and Dawnguard DLC, you can also follow their main quest lines. And once you have completed everything that vanilla Skyrim has to offer, you can install mods like Moonpath to Elswyr, Falskaar, The Forgotten City, Project AHO, and Beyond Skyrim, some of which add entire regions to the game.
pretty sure you'll have to make up the gear with individual parts, there isn't a place that sells full Skyrim gear costumes in one.. none that i've searched anyway. :)
You should receive a courier message after you hit Lv20, inviting you to see the museum. But you can just head there anyway after you reach Lv20, you do not need to wait.

If it had been simply deleted, then possibly. If the save data has been overwritten, then absolutely not. There is no redundancy, your previous game is unrecoverable.

Umm I assume that you mean 600 US Dollars. But anyway this depends on what kind of laptop you need, if you just want to play skyrim get any laptop with a dedicated graphics card such as Nividia GT530 or better.

The return of the dragons (as predicted by the Elder Scrolls), as well as the rise of a Nord god. You play as the last Dovahkiin (Dragonborn in the tongue of the dragons), who (quite obviously) will stop this threat. Skyrim is an open-world game which lets the player follow his own path in the world. There is no real obligation to finish the main quest, and you can continue playing afterwards anyway.
