What they basically do is they go to certain places on tips to investigate potential cases of animal cruelty. If the animals are in bad condition, they get a seizure warrant and take the animals to be treated and then get adopted. Later, if a court case develops, they show up in court and present evidence against the person, and usually the pet's former owner loses and they either have to pay money or go to prison.

No Its not enough they should get put in jail for longer and not be able to keep animals unless they have a regular vet come to check on the animals once a week to make sure they are getting treated right. and i think if they hurt an animal they should get hurt too.
