How come my windows 7 computer always says Do you want the following program to make changes to your computer and asks for an administrator password when I try to perform an action?

It means you, as a user are not set up as an administrator on that computer. Usually, the person who's computer it is, is automatically logged on as administrator (I always have been ever since I got this laptop). When the computer wants to make changes (for example when installing new software) it's usually just a case of confirming you want the action to proceed. If it's asking for an admin password - you're only logged on as a user, and need to change your account status to administrator.
