How come the pieces of LEGO people are scattered around in a LEGO set?

The LEGO people are separated because it will help the machines in Lego factories to count the correct amount of pieces before it is shipped off.If the Lego people were already made, then the aount of legos in the set would have a wrong amount.It would be an estimate.Also thelego sets are put in their bags after they come out of the oven.And since some people like to create their own custom people,the minifigures might become stuck,and they would have to stay like that forever.
