It is unclear what it means to "help" a volcano, but water does tend to make eruptions more explosive.
It could be land masses that were already there, it doesn't always have to volcano made. Or, It could be land that was under ground that was exposed when water levels went down
Water will be brought down with the subducting slab and it will lower the melting temperature of the rock, therefore making it easier to make a volcano. Again, that's very simplified, but its effectively that.
When a volcano is erupting, or about to erupt, then someone could not go into a volcano but if it is not erupting or it never erupts then someone could go into a volcano.
