This location could be an "Operating Center", which can monitor several facilities from one central location. The response could be as swift, by sending a command back (to a PLC), for example; to stop circuits or close valves, to prevent accidents to occur while alerting a technician to fix the problem.
Active measurement readings, produced by instrumentation systems, are always a better tool for an early response to a (re)action. Data communication is just a way, to combine several of these readings (from several facilities) towards one (or several) location(s), which might be across a plant, or even at another city.
