It's best to call Diggers Hotline (free) so they can mark the location of the various underground utility lines. They'll mark the locations (but not the depth). The depth of utility lines varies, but could be 18 inches. Natural gas lines are usually plastic and at higher pressure than at your home appliance (regulated by the gas meter).
If by "walk on" you are referring to buried public utility gas lines or gas line rights-of-way . . . unless the property is 'posted' with no trespassing signs or other information prohibiting it, probably, yes, it is legal.HOWEVER - be aware that in the case of public utility rights-of-way such as buried high pressure gas mains - electric utility "high tesnsion" power lines - railroad tracks - etc, these are usually ALL private property and while most people don't think twice about it, when you walk on, or travel on them, over them, or along them, you ARE, in fact, committing a trespass.

I doubt it. That would make it very difficult to get power throughout large cities. I know local to myself there are many such sub transmission voltage (30-70kV) lines running through neighborhoods. There are even HV lines (100kV - 300kV) lines that do so. Locally, I don't know of any EHV lines running through residential areas, but there might be. These tend to take up quite a bit of ground space, so I doubt you'd see many in residential neighborhoods (but they might border such neighborhoods). Some cities may require power lines to be buried within the city, but this would be a city ordinance, not necessarily a code. ***There may be codes for certain locations on this, I am only speaking from my personal experience, which is limited.
