He didn't really try to explain his plan, except to say that he would bring Germany out of the Depression. Hitler had little interest in economics, and considered them a waste of time (not to mention that he believed economics were tainted by Jews). Between 1925 and 1933, when the Nazi Party was trying to take control of Germany, Hitler and his goons would say whatever they needed to say to try to gain popularity. This process of gaining seats in the Reichstag was slow and the Nazi Party never really got far with it.
He then came to power by allying with other right-wing political parties and manipulating events and the Weimar Republic's political system. Once in power, he built up the military and government (especially military and police related departments), which put people to work.
