The problems with tax collection in the Roman provinces during the Late Republic was that it was assigned to private collectors, which lead to overcollection of taxes, heavy handed methods and corruption. The collectors practiced "tax farming"; that is collecting taxes in excess of the requirements to line one's own pockets. Julius Caesar had already made the system fairer by scrapping this system and returning to the original system of getting the cities in the provinces to collect the taxes themselves. Augustus created imperial collectors who were his employees and paid bureaucrats.
