The Persian Empire was organized into 20 provinces (satrapy) with a Persian governor (satrap) who had the military resources to maintain peace and to protect the borders. They also collected taxes.

Within their satrapies they allowed local government to continue according to local custom. The satraps were responsible to the king and his council, who provided overall directions and command.
