When they first arrived in Hogwarts, Draco outstretched his hand and offered Harry his help in choosing worthy friends (thus insulting Ron Weasley), but Harry refused the offer, nor did he shake Draco's hand.

Harry disliked Draco's arrogance, which reminded him of Dudley, and refused Draco's offer of friendship, which angered Draco.
