Considering the differences the whole of Egypt was under one emperor where as in Mesopotamia the whole region was divided into small regions and each region had its own god( The King of that particular small kingdom). The local people of one kingdom worshiped their gods i.e, kings and offered them the harvest and many other belongings . The god (king) used to communicate with the people through a messenger.
Mesopotamia was always vulnerable to foreign attacks with Egypt that wasn't the case.
