This would mean a steady supply of materials which would keep the factories running, provide low overhead and eliminate or reduced competition from fellow European states.

England was unique in having all the stimuli and opportunities and industrialisation spread like a wildfire. First the north and midlands of England and then to Europe, America, and is still spreading today.
