The most notorious thing that he has done is killing a lot of innocent people in the name of fighting the cartels that are destroying the poor people and creating a lot of confusion and mistrust among all the different police force who are helping the cartels to transport all the drugs that come to the US.
Most people are afraid to go places because they never know when they will be question by the police or kidnap by any group who simply want to make some easy money.
If we look back 10 years we can see Mexico as a country where you could take a vacation and didn't have to worry about being kidnap or kill by the frequently shootings that happens every single day since this individual started this mess and now is out of control.
Most of the people who works for the government don't have to worry about all the things that the poor people see and have to confront daily.
