Washington's most historic act in 1791 was to establish the national capital within the District of Columbia. Under the Residence Act of 1790, the District was created out of portions of Virginia and Maryland that bordered the Potomac River. Washington set up a commission and hired architects to design the new city, which was subsequently named Washington to honor him. Washington also toured the southern states of North Carolina, South Carolina, and Georgia in the spring of 1791.
