Only 11 of the 13 states had ratified the new US Constitution by 1789, and only 10 states sent electors to the Electoral College. Most of the US populace was already supporting Washington, as both a war hero, an able administrator, and an adviser to the Constitutional Convention. The only question was whether he would come out of his retirement to accept the Presidency. Washington received all 69 of the electoral votes cast for President. John Adams received a majority of the secondary votes and was elected Vice President.
Under the new constitution, it was the Electoral College that was designed to choose the new president. George Washington served as president from 1789 to 1797.
