Germany started WW 2 by invading Poland. Poland's territorial integrity had been guaranteed by Britain and France, so these countries then felt forced to in turn declare war on Germany.

On the other hand, historians now agree that the circumstances that allowed Adolf Hitler and the Nazi Party to rule Germany and start WW 2 were created by the Allies after WW 1 in 1919, by forcing a peace treaty on Germany that was a recipe for great social and economic unrest and that led to the origination of 'independent' armed forces under local war lords - like a bit later, the SA and SS under Adolf Hitler. Another factor was that the Allies in 1919 had given away great chunks of Germany to other countries. The western part of Poland had been German for many centuries until 1919.
