Did Japan consult Germany before attacking Pearl Harbor?

No. The Americans apparently heard it across the radio code, but the Japanese did not inform them. The Japanese had sent a formal declaration of war, but it arrived too late. It was realized that delay would have a major affect on the response of the American public.

What do you think might have happened if Mexico agreed to the provision of Zimmerman note?

New Mexico, Arizona and Texas had a large Anglo population (at around 5 million by 1917) which would have been very difficult to subdue and/or assimilate. Besides, Mexico was in the middle of its Mexican Revolution (1910-1921) and the Mexican President knew Germany would not follow on its promises: weapon shipments would be easily intercepted by American and British forces in the Atlantic, and no financial aid would help Mexico -- even gold payments would be useless -- as there were no large weapons factories in the Americas, besides those found in the Northeastern United States. If the Mexican president had accepted such proposition, Mexico would have triggered a short but bloody war against the United States, at a time when Mexico's population was 15 million and the U.S. population was 103 million. American ambitions towards Mexico's northern territories were no longer a factor, so colonization was not an option; maybe a coup d'etat or a blockade against the Mexican ports would have sufficed. It however, would have meant more poverty and destruction for Mexico, and a delay of several months for the United States to enter WW1 -- the actual reason of the German offer. This however, wouldn't have impacted much towards the end results of the war: the Allies won and the Central Powers including Germany, lost.

Why did Germany propose alliance with Mexico?

To delay the United States' participation into World War 1, giving Germany better chances to win the conflict. The proposal was intercepted by British forces however, and relayed to the United States. It hastened America's entry into WW1, eventually resulting in Germany losing the war.

Did the US delay their entry into the European conflict in 1939 in the hope that Nazi Germany would eliminate the Soviet threat?

I doubt it because America was not terribly scared of Russia in 1939. There was no real threat to the United States. It was a European war and not for America to meddle with after the great depression's large economic toll.

What were the two major reasons the u.s declared war on Germany and the central powers?

You can read what President Roosevelt said when he declared war against Germany. This is a historical document available from the State Department.US Declaration of War against GermanyDecember 11, 1941The President's MessageTo the Congress of the United States:On the morning of Dec. 11 the Government of Germany, pursuing its course of world conquest, declared war against the United States. The long-known and the long-expected has thus taken place. The forces endeavoring to enslave the entire world now are moving toward this hemisphere. Never before has there been a greater challenge to life, liberty and civilization. Delay invites great danger. Rapid and united effort by all of the peoples of the world who are determined to remain free will insure a world victory of the forces of justice and of righteousness over the forces of savagery and of barbarism. Italy also has declared war against the United States.I therefore request the Congress to recognize a state of war between the United States and Germany, and between the United States and Italy.Franklin D. RooseveltThe War ResolutionDeclaring that a state of war exists between the Government of Germany and the government and the people of the United States and making provision to prosecute the same.Whereas the Government of Germany has formally declared war against the government and the people of the United States of America:Therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, that the state of war between the United States and the Government of Germany which has thus been thrust upon the United States is hereby formally declared; and the President is hereby authorized and directed to employ the entire naval and military forces of the government to carry on war against the Government of Germany; and to bring the conflict to a successful termination, all of the resources of the country are hereby pledged by the Congress of the United States

Why did the Germans try to convince Mexico to enter the war on the central power side?

They didn't invite Mexico to join the Central Powers: They offered financial and military aid if Mexico attacked the United States to regain Texas, Arizona and New Mexico. This offer was stated on the "Zimmerman Telegram". Its main objective was to delay the entry of the United States into WW1. It however backfired, as the telegram was intercepted by British intelligence and released to the public, prompting the U.S. to declare war on Germany.
