If your question is how he took over Germany's government then, if not for Hitler then some other ruthless general or mad man would have come to power in Germany and war would have been inevitable. Though this may be considered true since the Nazis and Hitler came to power only on the back of the humiliation of German defeat during the First Great War, economic hardship, inflation during the great depression etc, it was no small measure of the shrewdness, oratory skill, tact and ruthless barbarity with which he unleashed the dogs of his Nazi party that Hitler acquired the reigns of power.
It did not happen over night; the Nazis took part in elections, formed coalitions, bullied opponents and spread Propaganda again and again. When Hitler was appointed chancellor in January 1933 of a coalition of his NSDAP and the DNVP party he actually manoeuvred the government to fall. The resulting elections got his party a little less than forty four percent of the vote. By the twenty third of March he and his party had manoeuvred in such a way that they could achieve majority and get the Enabling Act passed. This was the beginning of the end of all opposition to Hitler.
