Hosea accused the nation Israel - the Northern Kingdom - of being unfaithful to its 'marriage' to God just like his wife Gomer was to Hosea. Her adultery would vividly illustrate Israel's unfaithfulness to her covenant to the Lord. God increasingly sends judgements upon the people along the lines of Hosea' 3 daughter's names: Jezreel was a reminder of past atrocities there and of a future military defeat; Lo-Ruhamah, meaning 'Not Loved' announced God's temporary withdrawal of His love towards Israel; and Lo-Ammi, meaning 'Not My People' announced the severd disruption to the Lord's covenantal relationship with His people. All eventually came about when Israel became a vassal state of the Assyrians, then a puppet state and finally a province of Assyria (circa 722-718 BC).
Though many believe God fully severed His covenantal relationship, this is not the case. Hosea's prophecy is dual as are most of the prophets'. God will once again bring severe judgement upon the 'lost 10 tribes' to free them all from their spiritual stupor - getting their full attention. God will not allow anything to ruin His relationship He established with Israel all. In the end, His devotion and mercy will win out, and His people will come to their senses, giving Him the love He fervently desires. Suggest reading Ezekiel, Jeremiah, Zechariah along with all the prophets for the ending promise fulfillment.
