It wasn't a matter of an attempt to restore Cain after he had committed the murder of his brother, but rather, beforeCain committed the murder, Jehovah warned Cain at Genesis 4:6 about the danger of allowing his anger against Abel to fester. He tried to reason with Cain in an attempt to keep Cain from doing something rash, but evidentally Cain didn't listen to the counsel of Jehovah.
Jehovah's Witnesses started with Abel, one of Adam and Eve's sons who was killed by Cain. The Bible may not say directly that he was a 'Jehovah's Witness', but it does say he was a witness to God.

Forgive me for not knowing the exact details but Cain and Able each gave God gifts (one gave him livestock and one veg, i think), God preferred Able's gift (or at least Cain thought so) and out of jealousy Cain slayed Able. When God later asked Cain where Able was, Cain replyed "Am I my brother's Keeper?" Soon God found out of Ables murder and banished Cain. He then gave Adam and Eve a third son, Seth, to replace the two they had lost. Hope that's helpful!
