During 1900-1914, the great powers of Europe clashed a number of times. Each of these events increased international tension and rivalry, and made war more likely. War was going to come sooner or later.
As specifically concerns Morocco: In 1904, the United Kingdom recognized the French Sphere of Influence in Morocco. This provoked German reaction, culminating in the Crisis of 1905. This was resolved at the Algeciras Conference in Spain in 1906 which formalized the France's and Spain's roles in controlling Morocco. The Germans also cause the Agadir Crisis which led to 1912's Treaty of Fez, which divided Morocco in French and Spanish Protectorates. Control of Morocco put the British and French squarely against attempts by Germany for hegemony.
