Congress was tired of reconstruction and sick of changing the social structure of the South. And, all of the old leaders were dead. There was also a lot of corruption in Grant's administration, and Congress decided stopping corruption was more important. A third reason was because Congress had a new goal to make the US the most powerful, industrial nation in the world and to help big businesses.

Why it ended in the south was that the carpetbaggers and scalawags from the north came slumming south, to see how much more money and goods they could scrape from the devastated south. they exploited the beaten south for every penney they could and also raised their taxes until they hardly had a piece of land to live on. That's HOW it ended. WHY it ended was that there was no other torture they could inflict upon the south.
