The Roman elite believed that the poor had to be kept fed and entertained for keep them happy and prevent them for rioting. This view was a reflection of the prejudice of the elites who regarded the poor as a motley mob.

This view was encapsulated by the phrase bread and circuses. Bread referred to the grain dole provided by the state. The masses of unemployed or underemployed people relied on this to survive. The circus was the racing track for chariot races. The elite men spend large sums of money to organise lavish entertainments because they thought that it was necessary to keep the poor happy and, more importantly, for personal gain. It was a means to make oneself popular and seek political support. The most popular games were the gladiatorial games and the chariot races.

Despite this, there were times when the poor rioted when they were unhappy with the political situation.
