James 1:14, 15 says, "each one is tried by being drawn out and enticed by his own desire. Then the desire, when it has become fertile, gives birth to sin; in turn, sin, when it has been accomplished, brings forth death."
The Bible clearly shows that when anyone (even angels) entertain a wrong desire it can become fully formed and fertile in their hearts and minds, and once you act upon it, you produce Sin. The penalty of Sin is death.
Satan was the first to Sin when he lied and induced Eve into eating the fruit, and thereby disobeying God.
Jesus said at John 8:44 "The Devil ... was a manslayer when he began, and he did not stand fast in the truth, because truth is not in him. When he speaks the lie, he speaks according to his own disposition, because he is a liar and the father of the lie."
Many believe that God created Satan, but this is not true, Satan was a perfect Angel of God at one time, and served Him faithfully. Humans and Angels both posses Freewill, Satan abused this gift, which led him to Sin, and thereby turned himself away from God.
In short, Satan made himself into the Devil.
