The balance can shift every ten years based on the US Census. Texas has 32 members in the US House and two US Senators. Together they total 34. Wyoming for example has only one Congressman plus two Senators and thus receives three votes in the Electoral College. The Founding Fathers put in place a system that was based on the technology of that day. Science and Technology has changed with time but the system has not been changed to reflect it. Their may never be a resolve to go to a purely Democratic system. Tradition some will claim. Fraud and Irregularities will be another mantra. The next census may shift the Balance of Power once again. Texas may gain and California may lose.
