The Bible doesn't say that Abraham decided this. The Bible does say that God chose Abraham and promised him that he would be "the father of nations." (The name Abraham can actually be translated as "Father of nations", so there's some typical punning language here.) What chosenness means has been subject to debate, but in the Jewish tradition, at least, chosenness imposes huge obligations on the chosen, specifically, it obligates Jews to keep all of the commandments, 613 of them, while non Jews are only obligated to obey 7 commandments to be considered rightous.

Chosen people refers to being chosen to obey the 613 commandments of the Torah, like keeping kosher and observing the shabbat. Non-Jews have commandments too, and their own covenant with G-d. They are supposed to observe the Noachide laws.
