At the beginning of his reign Caligula was generous. He gave a bonus to the soldiers, abolished some taxes and helped those who had suffered under the burden of the previous tax regime. He helped those who had lost their houses in a fire. Caligula also ended the treason trials of his predecessors, Tiberius, and recalled those who had been exiled. He published public accounts. He also reintroduced elections for the officers of state.

Caligula fell seriously ill and it was said that after recovering he turned into a monster. He killed or exiled people close to him whom he considered a threat. His conspicuous consumption emptied the treasury. He resorted to fining and sometimes killing rich people to confiscate their estates. Centurions had to hand over the assets they acquired through plunder in war to the state. New taxes were introduced.

Aside his probable mental deterioration, Caligula tended to favour the poor and alienate the rich.
