This has to do with the principal of diffusion, where a particle in a high concentration will diffuse to an area of lower concentration. Things like heat and agitation help to increase the time with which this diffusion process occurs, which is why we will use hot water to help hasten this process. So, to simplify, the process will happen, it will just happen much more slowly at colder temperatures than at hotter temperatures.
