When Canada West had a lower population than Canada East there was no talk of Rep by Pop because they enjoyed an equal number of seats in the Canadian parliament. Canada West started talking about Rep by Pop only after their population became larger than Canada East. Canada West's Rep by Pop was a clear effort to marginalize or dominate Canada East. Interestingly Canadian history is repeating itself in the Proportional Representation movement. Presented as a solution to a first past the post system in which the winner gets dictatorial power for up to 5yrs it can only disenfranchise many Canadian Nations and cultures.
